UAB Lister Hill Library and the local Jefferson County public libraries have been partners in health information for several years. Two years ago they started to plan the Health InfoNet of Jefferson County, a cooperative, library-based consumer health information network in Jefferson County, AL. The public library is the point of contact and the Lister Hill Library provides reference, training, and collection development advice. The project will provide a web site.

To improve access to health information resources for the residents of Tucson and surrounding Pima County, a partnership was established between the University of Arizona Health Sciences Library and the Tucson-Pima Public Library. This partnership will position the public library as the logical first point of contact for the consumer seeking health information, and will back up the front-line public librarians with appropriate ongoing training; a sophisticated, growing, locally-targeted Web site with many access points; and with streamlined access to the wealth of resources available at the health sciences library.

The goal of this project is to build a partnership of librarians, health professionals, and other health agency personnel in a statewide effort to provide consumer health information to the citizens of Arkansas. This proposal plans to develop a wide-ranging web site with links to useful health information. The satellite location, computer services, and staff will focus on the health information needs of minority and low-income families in East San Jose and health care professionals who provide medical services for them.

Preuss School is a new charter school for sixth, seventh, and eighth graders. Affiliated with the University of California, San Diego, its mission is to prepare low income and educationally underserved students for college. The UCSD Biomedical Library will partner with the Preuss School faculty to integrate a health information seeking component into the instructional curriculum and a health information seeking skills component into the in-service training of the school's instructors. Investigators will create Web sites that utilize not only NLM's consumer health resources, but also other appropriate sites for both students and instructors.

The LINCS (Linking Information about Children with Special Needs) Clearinghouse is a project of the ValleyCare Health Library. Their goal is to make available to parents, caregivers, educators, health professionals and local agency personnel a comprehensive clearinghouse for information and referral sources for the special needs child. Access will be facilitated through a Website with links to local, state and national sites. A multi-media, multi-literacy level collection will be organized with full library services (e.g., document delivery, reference). Workshops are planned to train librarians, educators, health professionals and organizations on using the LINCS Clearinghouse and MEDLINEplus resources.

The PARTNERS (Primary Care Access to Resources, Training, Networks, Education and Research Services) project focuses on providing information technology resources and training to 10 nonprofit community clinics in Washington, DC. These clinics comprise the Non-Profit Clinic Consortium (NPCC) that provides care to 37% of the District's indigent population. The project will provide the infrastructure for access to information resources at the clinics, access to Internet resources and health education software, intensive training in the use of information resources, and a Web site for the NPCC.

Among the goals are to train professional and paraprofessional library staffs to perform PubMed, IGM, and MEDLINEplus searches; develop a syllabus that the library staff and the public can use as a guide to improve their searching skills; evaluate web sites to locate quality consumer health-related information; demonstrate for the public how to use the Internet to access health-related information; develop a monthly list of reviewed and annotated consumer health web sites; and design a traveling exhibit to promote access to PubMed, IGM, and MEDLINEplus.

The Hawaii Medical Library has been awarded funding to develop the Hawaii Partnership for MEDLINE Training with the Hawaii State Public Library System. The subcontract will address the needs of Native Hawaiians, senior citizens and selected community organizations including AIDS/HIV support groups. Training sessions will be offered to introduce PubMed and MEDLINEplus to the general public. The project will also provide computers to participating public libraries.

Idaho Health Sciences Library/ISU, the only academic health science library in Idaho, proposes to work with 13 public libraries in small, rural communities in the southeastern part of the state. The IHSL librarian will train the public librarians in the use of NLM resources and making use of the IHSL services. The IHSL librarian will conduct town meetings and focus groups in each of the small communities to assess health information needs and to raise awareness of available resources.

The project will enable the Library of Rush University and the CORE Center to provide educational resources on infectious diseases, especially HIV/AIDS, by developing an efficient, effective electronic resource-a web page. There will be training for peer education advocates and other staff to use it. The Web page will also contain evaluated links in Spanish when they exist. Some sites will be translated into Spanish, and links will be evaluated according to literacy level with the intent to provide as many as possible with a grade school literacy level.

Trinity Medical Center Health Sciences Library plans to develop computer rooms where seniors can access electronic health information at several senior centers in Rock Island, IL. Staff at each facility will be trained in accessing MEDLINEplus, PubMed and Internet Grateful Med. These staff in turn will be able to train individuals in their facility and answer the residents' questions in the future. Also, 500 residents of the facility will be trained to use the Internet and access MEDLINEplus, PubMed and IGM.

The State Library of Iowa houses the State Medical Library, which has served the medical information needs of health service professionals and residents of Iowa. The State Library will be the lead agency of a cooperative consisting of public libraries, health sciences libraries, academic libraries, state and local health agencies and health services professionals and consumers. With the help of the cooperative, the State Library will host, coordinate, publicize and provide training in the use and benefits of an Iowa Web site for consumer health information.

The Chandler Medical Center Library, in partnership with the UK Center for Women's Health and the UK Cooperative Extension Service, will provide access to quality health information to the women living in Kentucky. The purpose of this project is to ensure that women consumers have access to the health information they need to make informed health care decisions for themselves and their families. The information provided will include health resources available on the Web, including MEDLINEplus and PubMed and consumer health information produced by professional health care and other organizations. To accomplish these goals, the project staff will conduct Train the Trainer classes and homemaker classes in four counties in each of four regions in Kentucky. Cooperative Extension Office agents will be trained, along with members of the Kentucky Homemakers Association.

This project will extend access to electronic health data to the minority populations of rural parishes of the lower Mississippi Delta project and to those in under-served areas of Northwestern Louisiana. It includes training public libraries to use NLM databases and to develop a working model that can be transferred to other rural parishes of Northwestern Louisiana. This model will be utilized to test the practicality and effectiveness and impact of the proposed system, and to publicize the results on a local, regional, statewide and national basis. This project will be a collaborative effort between the Health Sciences Library at LSUHSC-Shreveport and the Webster Parish Public Library System. The public library recently received more than 20 computers purchased by a Gates Library Foundation Grant.

This project will improve access to electronic healthcare information in a geographic area serviced by the Maine General Health system. Collaborators include: the Family Room, Healthy Futures, the Belgrade and Lovejoy Health Centers, and the Kennebec Valley Dental Coalition. It will include training healthcare providers, health educators, and librarians to access electronic and print resources and workshops to enhance reference and interviewing techniques. Seven new sites will be outfitted with hardware and Internet access to assist consumers in retrieving appropriate online material. Print collections at three locations will also be improved and services extended to the communities they serve.

This is a joint collaboration of the Massachusetts General Hospital library, a community health association, a local public health department, and a local prevention center. The project will create a Health Resource Center in one of the four targeted communities. The populations to be served are poor, urban, and ethnically and culturally diverse. The Health Infosource serves as a free consumer health library and as a vital health information resource for the Greater Holland community. Health Infosource was established to provide free and easy-to-understand health-related materials for the general public, giving visitors access to thousands of books, magazines, pamphlets, videos, online articles and other materials related to health, disease and treatment. Four local public libraries refer patrons to the Health Infosource Library. Physicians also refer patients for more in-depth information on conditions, procedures, and other medical issues. The proposed project seeks funding to expand access to health information databases and Internet sites for at-risk populations.

The University of Missouri sponsors a Consumer Information Center located in the Columbia Mall. The On Call Online portion of the service has grown exponentially and there are backlogs of consumer questions. The Health Sciences Library will enhance its consumer web site by providing more links to health information, thus alleviating the work overload of the On Call Online service. Experienced staff will assist a student worker in screening and linking sites. Organization of the site will be done in consultation with the nurses who already assist the public in finding answers to their health questions.

The Consumer Health Information Center of Truman Medical Center East is simply a Patient Education room within the Family Practice Clinic where videos and classes are available for patient information. The librarian proposes to hire a consultant to design a consumer web site; install a web workstation; train volunteers and medical students to help consumers find health information; and publicize the service. Truman Medical Center East administration has pledged personnel and physical facilities to begin and maintain the service. Many partnerships already are established and other support is pledged.

ICON is a consortium of health science librarians in the Omaha area. Health librarians from several ICON institutions plan to carry out this project, called VirtuWellness: Creighton University Health Sciences Library (project leader), McGoogan Library of Medicine of the University of Nebraska Medical Center, Alegent Health, and Methodist Health System. VirtuWellness goals are to assess the consumer health information (CHI) needs of the region served, build a web of health resources to address those needs, train public librarians how to find and assess quality health web sites, and support several public libraries with web access workstations for CHI. VirtuWellness will be built by personnel funded by this subcontract, and will reside on the already existing ICON web site (www.iconlibrary.org). The budget for this project includes support for personnel, equipment for demonstrating and teaching, and marketing.

To meet the increasing public demand for health care information, the Health Science Library requires enhancement of existing information delivery resources to the public and extension of staff training. Emphasis will be placed on linking to PubMed and MEDLINEplus and to other federal government sites for health information. St. Clare's is a large community hospital with four campuses and numerous satellite locations, and the Highlands Regional Library Cooperative is a cooperative with 934 member libraries. The two institutions will work to improve public access to consumer health information by training reference librarians within the HRLC to find information regardless of format, but with special emphasis on electronic information via the Internet. The target population is the reference staff of HRLC member libraries that serve the public in its seven county Region in northern New Jersey. The program will train staff who will return to their own libraries and train fellow staff members and the public. It will provide an interactive Web site tutorial and provide links to a variety of reliable consumer health Web sites. Evaluation methods will include questionnaires, follow-up postcards, and a web evaluation built into the tutorial page.

The project will link individuals and organizations interested in consumer health in New Mexico, promote awareness of existing local and regional consumer health information resources, and provide training in using these resources. A Consumer Health Issues Web site will be created. Searching curriculum and materials will be developed as a user's guide. A Consumer Health Information Coalition composed of staff of the Health Sciences Center Library, public librarians, health care providers, patient educators, and private organizations will spearhead the project. The Library will work with the group and with the public library to link community individuals and organizations interested in New Mexico consumer health.

The Wellness Information Partners project will create a model for collaboration between public libraries, medical libraries, and county health departments to serve the consumer health information needs of diverse populations. It will create different models for users in urban, suburban, and rural situations. The public and medical librarians involved in the project will develop a system of backup reference and document delivery services, provide training in the use of computer resources, create enhanced access through expanded Web sites, and test various forms of promotion for the diverse populations.

The SUNY Health Science Center at Syracuse and the Syracuse chapter of OASIS will work together to offer consumer health information services to the older adult population of Syracuse and six surrounding counties. OASIS is a national education organization designed to enhance the quality of life for those 55 and older. The project will teach older adult consumers to use the Web to find health information and will consult with individual consumers to answer specific health questions. Two computer workstations will be installed and computer demonstrations will be conducted at the OASIS site. Training will also be provided for OASIS staff on how to use the Web and MEDLINEplus. A web-based tutorial is planned.

South Central Regional Library Council covers a 14-county area of rural New York State, with a membership of 85 libraries and library systems. There is a history of regional resource sharing, of which a particularly important element is access to health information. In this project, staff of the central public libraries and health care institutions, as well as consumers in four designated counties, will be trained to find reliable health information. In addition to showcasing electronic health care information available on the Internet, the project will educate library staff and consumers on how to access health information; promote public libraries as sources for this information; and promote collaboration between the staffs of hospital and public libraries. Forty training sessions with a variety of approaches are planned, as well as extensive promotion and publicity. Evaluation plans include follow-up focus groups.

Samaritan Medical Center serves as a primary health information source for four rural counties in northern New York State. Enlisting the support of local libraries and community health organizations, the objectives of the program are to have Samaritan staff instruct users, both public library staff and public, in effective search strategies, selection and use of search engines and health gateways, and the use of the Internet to obtain health information. Approximately 30 training sessions will be held at varied sites within the target area, using hands-on training whenever possible.

The University's Health Sciences Library and the School of Information and Library Science will improve online public access to health information resources that can help address key health issues in the state. This proposal is the initial stage toward the goal of creating the North Carolina Health Information Online collection as a web-searchable database. There are seven components to the project: 1) Establishing a steering committee for oversight; 2) Conducting a needs assessment; 3) Establishing selection criteria; 4) Selecting resources; 5) Evaluating the MEDLINEplus database structure; 6) Determining mechanisms for dissemination; and 7) Determining partners beyond the library community.

Mountain Area Health Education Center (MAHEC) proposes to improve access to electronic health information for a 16-county region in western North Carolina through a partnership with public librarians, health educators, MAHEC and community coalition leaders. The MAHEC library, which is the only health science library in the region, will train these partners to enable them to serve their communities. Also proposed is the creation of a Web page to meet the needs of the region.

This project will increase public access to health information and establish multi-faceted partnerships between HSLS and a broad range of health educators and consumers in western Pennsylvania. The partnerships will focus on selecting and using appropriate health information that will empower consumers. This will be done through hands-on training classes, workshops, presentations and demonstrations about searching the Internet. Consumer access to health information will be enhanced with reference consultation, document delivery, and collection development assistance. Evaluation will be both subjective and objective, with forms at all sessions and a questionnaire at the end of the program.

This project builds on the work of the Charleston Enterprise Community Health Information Network and extends access to quality health information to all counties of South Carolina via the web. The project proposes a partnership among MUSC, SC State Library, the University of South Carolina Medical Library and the Charleston County Public Library. Forty public librarians from throughout the state will be trained and a wellness web site will be developed and publicized.

The project will partner the Rapid City Regional Hospital Health Sciences Library with 22 public libraries to improve access to health information for the public. The target population is 350,000 residents who live within a 250-mile radius of the hospital in western South Dakota, and adjacent areas of Nebraska, Wyoming, Montana and North Dakota. The project will extend training, reference assistance, and document delivery support to the original 12 public libraries in the network and allow an additional 10 libraries in South Dakota, Nebraska and Wyoming to join the network.

This proposal is a collaborative project with the Briscoe Library, University of Texas Health Science Center (UTHSC) at San Antonio and the Alamo Area Library System (AALS). This project will increase health information access to public librarians, consumers, and health professionals in a geographical area served by seven selected public libraries around San Antonio and South Central Texas. The project objectives are to increase these libraries' abilities to disseminate consumer health information, to increase the accessibility of electronic consumer health information to the general public served by the AALS libraries, and to increase the accessibility of electronic consumer health information for patient education to health care practitioners. The Briscoe Library will conduct a variety of training opportunities and a web page will be developed that will list resources to be covered in training, tailored to the needs in the base line survey of targeted users. There will be a Spanish language translation of all text of this site.

Staff of the Spencer S. Eccles Health Sciences Library (Eccles) propose to work with staff of the Office of Patient Education at the University of Utah Hospitals and Clinics (UOPE) to expand their existing patient education web site by including Spanish language patient education material. A translating service will oversee the translation of existing patient education sources that are produced by the UOPE. The project also covers the creation of a bilingual search engine to afford easier access to the materials. Among the projects goals: to translate patient education materials in partnership with Hispanic organizations; to train patients and key individuals in the partnering organizations to evaluate and to use electronic health information resources, and to evaluate the effectiveness of the Internet in meeting health information needs of the Hispanic community.

The Mary Washington Hospital will join forces with the Central Rappahanock Regional Library, the largest library system in Virginia, to accomplish six objectives: train the CRRL public services staff to use PubMed, IGM and MedlinePlus; offer workshops for the public; design and mount a web site; create a brochure to highlight the Web; obtain an additional workstation for the MWH library and a laptop for outreach for CRRL; and provide enhanced library services to the people in their service area.

The HIV/AIDS Resource Center and Library of Public Health-Seattle and King County proposes to create Web pages for gay men and lesbians about a broad range of non-HIV/AIDS health issues. The pages will link researchers, providers, and intervention/program developers serving sexual minorities to studies and data available through MEDLINE. The agency will maintain and update the pages. Focus groups will be used to identify priority health issues.

Yakima Valley Memorial Hospital in Washington State has received funding to create a regional health information network. The network will link multiple organizations including the Yakima Valley Regional Library System, the American Cancer Society, the American Lung Association, the Yakima Health District and Wellness House, a consumer-based resource facility for catastrophic health conditions. Project goals include enhanced access to electronic health information through training and web site development.

The training component of this project will familiarize public librarians with reliable web-based resources. The Wyoming Medical Center (WMC) is the lead institution on this project which proposes to build partnerships with the Natrona County Public Library, the Natrona County Health Department and the Casper College Goodstein Library. The main product of this project will be a Web site with links to sources of quality information such as MEDLINEplus, and which will contain information about local resources for wellness, rehabilitation, immunizations and other health services. Extensive training and publicity programs are planned for this project. The 13-county area encompasses nearly half of the population of Wyoming. A large percentage of the population served by the WMC is low income and/or under insured, including over 9000 Native Americans.
